Change your spark plugs and see what happens. It's easy and cheap. I had a little stumble on mine a couple of years ago and it cleared up with new plugs.

The first thing I would do is replace the brake fluid. I like DOT 5.1 and run it all my cars. If you dont have stainless lines your lines may be aging and getting squishy.

This probably is your issue. I struggled with an actuator code for about a year, the shop messed with it a couples times and it always came back. What it turned out to be the top nut was too loose....

I have a Jeep that was doing that, the fluctuations increased until I smelled oil and noticed oil seeping from the sensor. So yeah, check that sensor.

Maybe a plenum door in the HVAC system?
You could start pulling fuses to see if you can isolate the system.
