It shouldnt matter.
FWIW, NY emission standards are high and cant be far from CA standards. My 427 with larger than stock cams passed well within the limits.

I use a Fidanza flywheel with Spec Stage 2 Pressure Plate and Clutch. Thats zr1products.com longer bolts vs stock bolts. I use the longer with the Fidanza flywheel. Its a nice setup.

Popping sound is usually an over rich condition. Probably caused by too much fuel, but can be an electric deficiency such as not burning all fuel.
Injector check would be my first priority....

The electric test is the first stage of diagnosis. The mechancial test is the second part of injector testing. At this AGE, its best to just get new RC Engineering injectors.

I have bleed screws in the coolant pipes. It makes bleeding easy, but they arent necessary. Ive done it both ways.

Proper ride height is measured at the frame as outlined in the manual, but if your like most and me, you want the body to tire clearances the same. You need to adjust the rear spring bolt and nut....

Maybe you are confusing synthetic with silicone based fluid. Silicone has problems if ABS is engaged.
