Hello there! The wire from the horn attached to the post on this part. I believe there is another part that sits below this and a spring that operates the turn signal. This is also made of white plastic. This may be called the turn signal cam as the ribs on the bottom of the part could cancel the turn signal as the wheel comes back to center.

The part was not difficult to install with the exception that you need a steering wheel puller to remove the wheel and there is a wire clip that holds the lock plate on. Compressing the spring to remove and install it was not an easy job, but I was able to do it with a small screwdriver and lots of thumb pressure.

The new part was identical to the one I removed, but it came with a black piece of plastic that was glued on the outside, covering the brass tabs you see in the first picture. I just peeled it off and all else was identical.

I apologize for not taking additional pictures and being more detailed. I just noticed from the web search that horns were a problem with these cars and no one had an actual part number for the needed piece. Plus I was trying to give back a little knowledge for all the help I am getting here.

Below is a picture with the steering wheel off and a view of the lock plate. The wire clip is below the wave washer in the picture.
