Hazards vs Brake lights

My 90 hazards work but when I step on the brake pedal, the 4 tail lights go to full bright and stay on. Center mount light also on. Take foot off brake and back to hazards. I have seen other Corvettes same general time frame that the hazards over ride the brake signal. Can anyone help me on this and a good trouble shooting plan. Trying a PV in Feb.
