Default Weird "Y" air duct under steering column

I'm under the driver's side dash area for reasons (also on a quest to add an antenna switch) and I found a very odd ventilation duct "Y" extension just sort of stuck in place under the steering column, into where the driver's air vent exits. The part has mounting screw holes that are not used, and also looks like it should be connected to something else. Take a look and let me know what you think.

A couple years ago I took some pictures when I was in that area.
These should help. My car is a 1990.
