As for the velcro and other changes made to the car to reduced squeaks and rattles. As I recall it was actually MY92-93 when a lot of those changes were made. Somewhere in press information I have from that period is a list of some of the things they did. I'll try and find that.

Please post the evidence you have that SRC shock valving was made stiffer at the time spring rates were lowered.

No evidence Hib. Just recall reading it in a magazine article back in 92 to 93 explaining suspension change. Plus, remembering how my 91 rode (and a few other early cars owned by WAZOO guys) compared to a 94 I?ve owned since 2000.
Any evidence otherwise?

Thanks!
I'd love to see that.

This article describes revisions made to FX3 after 92 model year and mentions damping being more aggressive overall because of lower spring rate for 92.
This article was by you. Right? Hib?

Speaking of spring rates. Does anyone know where I can get a modified FX3 controller for a 95. One where it has different shock rates than stock?
I have one for my 89. Now I'm looking for one for my 95.

I am guessing controller can be modified but more popular modification was shock valving. Bilstein, as I understand, use to perform custom valving but hasn't been very cooperative in recent years.

Are they still doing the rebuilds?

I am not sure. For one, if shocks are original as they came on the car - no. If purchased as replacement, supposedly, they would. However, as far as I know, Bilstein has not been eager to provide this service.
Someone with recent experience dealing with Bilstein might chime in.
