Default Emergency Brake not working.

Is the 1990 ZR1 any different as far the emergency break or will a 90 C4 be the same results? I can pull the level but wont stop the car from rolling but the parking brake light does come on.

Do you feel any resistance towards the end of travel as you pull up? I would check for continuity of cable.
Parking brakes are same between standard C4 and ZR-1.

After you do secondchance's suggestion.....There are adjustment on the brake, kind of a hard job to do, well not hard, lots of time. Also, probably need to pull the drivers seat and remove the brake cover and take a look at ratcheting mechanism. I am attaching a picture from when I was rebuilding the brakes, you might can access this with caliper mounted but probably needs to come off, I believe this adjust with a torx or allen bit, adjust it with the brake off and make sure both sides are equal, you want it to almost push the clamp to the rotor but not touch.

Don't you mean the dog point Allen adjustment screw on the other side of the caliper in the picture?

I am trying to rebuild my caliper just now and stripped that adjustment screw and am now trying to drill it out... A real pita... It has some adhesive from the factory I think...

honestly its been a bit, there are two adjustment pins that move the stainless pack toward the rotors to basically lightly touching, one on each rear caliper.
