I had already ordered an actuator from Eckler's (before I saw Flyman's post). It came in today, put it on, and sure enough, problem solved. No more SRC codes and the system clearly works.

I had previously tried cleaning the old one to no avail. Not really sure if I want to bother getting it rebuilt. Will toss it into the old parts heap for now.
