His views are extreme, but I think he was speaking hypothetically of a worst case scenario in which the people rise up against a tyrannical government. I don't know if we are that close to such a government, but they creep in ever so slow, and before you know it, that change you believed in may have been something you thought it wasn't. Personally, I think if the Southern and Central States would secede it wouldn't be much of a war.
