Default Hi-beam blue dash indicator light

I have a '91 ZR-1 that I plan to have PV judged by the NCRS. In reviewing the test procedure, I turned on the headlights with the ignition key in the off position. Then, I flicked on the hi-beams. The hi-beams came on, but the blue indicator light on the dash did not. If the ignition key is on, and the lights are turned on and flicked to hi-beams, the blue indicator light does come on. I want to know if this is correct from the factory. I have checked with owners of a '95 and '87. Their indicator lights come on with the ignition off. I have checked with a '92 owner and his indicator light does not come on unless the ignition is on. Can someone out there advise me if my car is factory correct? Jerry

I just went outside and checked mine. key off and brights on gives no blue light on dash...turn key switch to on and blue light comes on.

I have no reason to believe mine has been altered but it does have lots of miles on it. good luck!
