Oh, I will definitely fix it...but if it was a bulb I would replace it this weekend (like I'm doing with the headlights). They don't do safety checks here...so nobody is going to bother me about it...

Headlights and Reverse Lights
Just got my 95 ZR-1 today and found it has one headlight out and neither reverse lights are working.
Any recommendations on brand or type of bulb? It's a driver...is it worth it go to LED?

No road test in Oregon. You simply pull into a bay, let it idle and they do a sniffer in the tail pipe. My guess is since it passed in California recently, it will pass in either mode in Oregon.

Emissions Testing - Valet or Full Mode
So, my 1995 ZR-1 should be arriving today and I've got to get it emissions tested before I can register it. I know that the car recently passed the California smog test...so it should be no problem....
