Mine had something similar to that for the top of the plate which was the only screws I used. The bottom of the cover was just screwed into holes in the bumper.

I am in IL too. When I had my 96 LT4 Corvette I got busted for no front plate. I put one on my ZR-1 as well because I was tired of watching the cops every time they passed me going the other way.

More than likely they are Rays wheels. They are very nice and you will see them on a lot of very high horsepowered Nissan Skylines. Talk about some fast quarter mile cars.
