It's hard to tell with only two pictures and no description, but it appears to be a (completely?) stripped down chassis for racing. The "BP" indicates an autocross or Solo I (Time Trials track) race car, I believe. I see a fuel cell and a cage. I imagine it would be a pretty fun and fast race car.
If I lived nearby I'd definitely check it out, but with no engine/trans, not much "ZR-1" left to it.
