Is there a proper way/ wrong way to manually bleed down the lifters before reassembly? I've read tons of posts that say you might have to but don't till you how. Some of mine are still pumped up, some soft and springy. Thanks!

Figured out if you tap them squarely on the bench the cup will eventually pop up, then you can grab with your fingers to pull it out. Then separate, coat with oil and reassemble by hand. Nice and equally springy.
