Technically no, they did not burn it down.
They did torch it though. When it was repaired, it was painted white to hide the scorch marks. To this day one patch of the outside wall has been left unpainted as a reminder of this event. When I went on a tour of the white house this was not pointed out but I noticed it. Later I learned what it was. One of the things I learned to appreciate on one of my trips to India was that Indians feel a kindred with the US because we were both colonies of England. Many there are prideful of the English influence.
