Default "Test" sub-forum?

There's a sub-forum down by the racing and motorsports sub-forums. I can't reply to the one thread in it, nor post a new one. However I can read the thread there.

Is this some artifact from testing out the new "Members Only" section, that didn't get cleaned up? Or maybe a test area that we shouldn't be able to see?
