Welcome to the ZR1 Net, "Zugg ZR-1".
After reading the above and your other post about no low beams, it sounds like you are going to do some DIY service work on some electrical items.
Step 1) Buy a Factory Service Manual. They are available from Zip Products.

Hib has the #1 step exactly correct. Some would differ, but I think a complete FSM is mandatory.
That step behind us, as you are having headlight dimming and cruise control activation issues, the common thread is the control on the steering column. Possible wiring connections or broken wires?

ZuggZR-1 - Welcome aboard as a new ZR-1 owner! I had the same issue in my 1991 ZR-1 this summer. Look under the round module on firewall on the driver's side. Underneath there is a control cable leading to the Cruise Control Module that fits into two slots. Make sure the cable is engaged in those slots, it can slip out and cause the Cruise Control to not engage when you press the stalk button. Will send pictures if you need them.

Also the third brake light on most vehicles of the era is linked to the cruise control. If the bulb burns out the cruise will not work. It was a way of warning the driver that the bulb has burned out.

Check the brake light switch , some have vacuum lines ,that have an o-ring that goes bad . Its good to have a mighty-vac tool to check for leaks in vacuum lines .

Make sure the brake light switch is centered on the brake pedal arm and not askew. If it is not centered the cruise will not engage.

Cruise control stopped working on my'93 many years ago. Turned out the vacuum hose that runs through the firewall and under the dash had been rubbed thru by the clutch pedal. The hose had been improperly routed from the factory.
