Default low mile 95 starter issues

My 7k mile 1995 started fine today, it sits for months at a time. When I cut it off and started it again, there is a no crank condition. There isnt a security light and it seems to be energizing the starter relay because voltage drops from 12.0 to 11.5 when the key is turned. So either the starter is going bad or the starter relay is going bad. Any quick test to determine which?

If you're seeing only a half volt drop when you turn the key, the starter solenoid is drawing current but not pulling in to switch current to the starter. When the starter runs and cranks the engine the voltage would be about 10 volts with a healthy battery.
Listen carefully for noises at the starter area when someone else turns the key; you should hear the solenoid click.

So you think the relay is working but the solenoid is going bad?
