It's easy to control the valves with an RPM switch. Use Summit Racing PN SUM-830453. $50. Connect it to the B&B vacuum solenoid. Then you can set it to automatically open the valves at, let's say 4000 RPM.

Since the vacuum solenoid valve is opened to close the exhaust valves, the RPM switch control signal would need to be inverted by a relay.
