Let me put some work into and see how many CDs it will take, hopfully just one...I was thinking more along the lines of $20 for the mag articles, and if you want the RPO guide adding $5-10 plus postage.

DVDs have about 6+ times the capacity of a CD, depending on the exact type of DVD you use. The authoring process is the same though. If you are thinking of including any kind of video DVD is probably a must, if it's mainly article reprints a CD should cover it but it depends on how much material there is of course. From what you listed in your first post I'd say a CD would do.
Avoid cheap CDs/DVDs. Ones that use cyanine dye will often fail within a year or so. Good ones tend to have a golden colour when viewed from underneath (not the top which is often a fake gold layer to fool people). Mitsui Gold Archival DVD-Rs are probably about the best around. For a menu you can just create a web page and put it on the disk as an index. This will open on pretty much any pc going.
