So my car, 1990 VIN 0906 has both the shim and the 1103737 DIS. Both original.

How thick is your shim? Was it loose & came out with the sensor?

What do you consider think? it was not thin to to point I could easily bend it if I wanted to, but was there. I don't recall if it stayed in place when I removed my sensor

OK, here is why I asked.
Photo of shims we have in stock, various thickness, 0.065", 0.081" & 0.097". ![]() Photo of the Steel Insert in the block for the Sensor. ![]() Notice, it looks very much like the Shim in the photo above. I initially made the mistake of seeing the "steel insert" and mistaking it for the "shim." That is why I was asking if your "shim" actually came out with the sensor when it was removed. Could one possible explanation for sensor shims "seen" on 1990 models with VIN higher than 500, is that you may have seen this & thought it was a shim.

Well, its only one datum point, but your finding does indicate that the shims were used past the first 500. The question that comes to mind is "Does the first 500 refer to the vehicle VIN or the Mercury SN?" I don't imagine there was any effort made to install new engines from Mercury in a particular order relative to VIN. So if true, the possibility may exist that the first 500 engines are scattered among 1990 VINs.
