It is a EGR harness, you can tell from the MDP (manifold differential pressure) $ EGR signal modifier on post #1. As such, it's a 93~95 harness

That is exactly what I was thinking to look for but did not want to uncover my 95 crate engine

What would need changed to run a 91 engine with this (
theoretically)?

It has some extra items, an EGR harness...which you would not need, but everything else is there. ECM connectors 16 injectors, oil pressure gauge connectors, etc.

It even has an extra wire to hook to an aftermarket tach

Got this yesterday. Looks great. A couple mystery wires, but a very well made harness.
