If I owned a 2010 ZR1 and got into an accident, and I wanted the car fixed, the autobody shop would use new parts correct? Is there some "rules" that state that new parts will be used until the car is a certain number of years old?

No, very few states have rules around parts used in auto repairs, we have internal rules as to when we will start using used or aftermarket. But very few states control parts use as its a contractual issue. In fact as far as I recall used is not controlled in any state as its OEM.

OK, thats what I though so far as the internal rules.
I looked up a 2010 ZR1 hood panel from Sherman for $500US or $494CAN, and a GM hood was $630US.

I have no problems with used parts, as you say, they are OEM. I was just curious as dad and I were discussing this a few days ago, he straightens frame, affixes body panels, but does no body work or painting. He said there is quite some difference between aftermarket body panels and OEM panels. In my experience there is a differnce between OEM GM truck hoods and aftermarket GM truck hoods.
