I'm familiar with the small hole restrictor disc on the 90 IH. And, as you pointed out, there is a small hole in the 91+ heads and no IH restrictor was necessary after that. Now if you put a 90 IH on a 91+ head, you have a redundant restrictor: a small restrictor hole in the head followed by one of equal size in the 90 IH disc. But, help me understand what harm it will do to leave the restictor disc in the 90 IH. OK, not needed, and redundant, but does it really need to come out or can it just stay in place??

RC Lucas injectors are a good solution.
They are stainless steal on the inside and won't rust.

The o-ring for the injector that does not have one in in the housing
in a grove.

It's a good question that I don't know the answer to. My understanding is that it's purpose is to baffle the amount of oil carried into the PCV system. Two of them in close proximity may allow oil trapped by the second restriction to pool between the two orfices & not drain back along the wall as it would with only one restrictor and end up putting more oil into the PCV system than what one would.

Just a guess based on my career in petroleum engineering. Things don't always behave the way it's imagined though.
