Also be sure that if Device Manager shows the cable to be COM 4, that Tunerpro is also COM 4.

Jeff and XfireZ51 thank you guys for the feedback.
The issue was in my settings. Tunerpro was set to com 3 and the laptop was using com 4.

I called myself verifying the ports in the beiginning when it was first mentioned. I thought because the software recognized the cable ,my ports were fine. Once again operator error, the story of my life😭
