Thanks! Still trying to get more time to help him with it.
There are no codes, he put something in wrong into the scanner. Once info was entered correctly there are no codes showing up.

Ran the codes today:

Code 42 - electronic spark error
Code 52 - oil temp low

From what you guys said, the code 52 could keep the secondaries from opening because it thinks it is too low to open.

Which of the three oil sensors is this?

I would clear the codes drive the car and see if they come back.

Is the SES light on?. When I first got 90 #0106 the secondaries would not work and the SES light would come on intermittingly. Vacuum pump worked properly and vacuum test was ok also. Turned out it was pcv valve rubber connector.

You should check the oil temperature with the scanner. After the engine is warmed up it should be close to the engine temperature. The oil temperature sensor is located in the front right corner of the engine, just above the oil cooler hose connections. It has a little electrical connector with three wires.
