I recall the Flasher Clip is attached to the black plastic plate which is attached by the two 10 or 8mm nuts on each side of the CDM. I think also on the rear end of that plate near the flasher is the second fuse block with a second set of fuses.

The image I posted is from a '91 FSM and it should be exactly like what you experienced in the '90. I was pretty confident it was "reachable" without releasing the CDM tray etc. but I can't go confirm it.
The mirror and light I would certainly think confirms it all. My image is from the 8A-201 section of the FSM>
