I had some thicker black plastic rectangular pieces (about 3" x 8") in front of the airbox, I was told they were part of the factory's attempt to deflect water. Perhaps that evolved over the years into the piece you have there?

My 90 has one of those.... the O.O. never changed the A/F. I'd have to say that is a correct water deflector, minus the NASCAR tape that is!
