If anyone sends you a letter or stickers your car, by all means write a letter to the property manager, association, and the assoc. attorney explaining that you are within the rules and the car is not in storage. Some associations prohibit car covers because they cannot see if the license plate is on, or is current. That is why you occasionally see covers with a clear small plastic window so they can tell at a glance if it is a road worthy car. Otherwise I would suggest the following.
Let sleeping dogs lie
As was mentioned, many of these people have nothing better to do, and will make it their life's work to hassle you if you get on their bad side. So be respectful and do not piss any of them off. You will have less headaches in the long run.

I AGREE. My one experience with HOA was to respond in writing stating my attorney advised that the CCR's did not support their condition, They can only enforce what is stated in the CC&R document you agreed to when purchasing the property. The HOA folks never responded and never again contacted me.
