That's part of a forced air intake system that was sold a few years ago. I don't believe that part was sold separately. For that matter I don't think the system is sold any more.

Bear in mind to install this part you would have to cut the front support brace. This is something that some people would rather not do.

I also remembered a comment about water entry into the intake, I guess moisture that gets past the filter. I guess if your plowing into puddles maybe.
