The later cars with abs and the CCM have trouble talking to the LSx controllers... I think you have to live dangerously without the ABS and piggy back the speedo signal and some other things by retaining the original ecm to bridge the gap to the CCM for the gauges.

And then, You might have to use a Camaro LSx ecm without stability control, - old fashioned throttle by wire, and a stand-alone custom harness (which wouldn't pass engine swap muster in a strict state like California). I wish there was a kit, but the C4 market is kind of weak for the aftermarket.

an LS3 would be the ideal amount of power.
