Default actuator stroke

while replacing a injector housing gasket, I decided to rig a switch to open secondarys to make sure they were working correctly. Vaccum pump was checked first for correct vacuum. When switch was energized butterflys opened slowly to about 5/8 open position, about 2 1/2 seconds to open. Butterfly linkage is not binding. I next unhooked linkage from actuators and energized switch,to see how the actuator stroke matched up with the actual distance needed to open butterflys. I does not have enough stroke!!! what??? If linkage is placed in hole closest to actuator then everything works great and fast, but butterflys will be aprox 25% open. Anyone had this prob?
