Default Sawblade wheel preservation of Clearcoat.

Okay, just bought a really nice set of machined sawblades for the z. One of them has a small blemish in the clear coating which makes me believe that the clear is getting old. It's not that bad, probably half an inch or so, but it's probably an indicator that the clear is getting old, right?

Is there anything I can do aside from waxing frequenly, like respray another coat of clear over the existing clear to prevent them from getting ratty looking in the near future? I really like the look of the sawblades when they look like new, but when they start looking old, they look like crap so I'd like to preserve them in almost new condition as long as possible.

If I was to strip the clear of the wheels, would I be able to get the rough casting part of the wheel to shine again without resorting to using paint (which wheels america did on another set of sawblades that i have)?
