Talking Garage Floor

I'm finishing the garage on this house we bought. I decided not to use any tiles/adhesives, paintables etc. on the garage floor because of how wet it is here. It has rained nearly everyday since July that I've been here. The concrete slab is constantly saturated with water, darkens in the worst areas (most of it). I don't want to deal with peeling and lifting of anything, and feel the safest thing to do is leave it as it is, maybe put sections of indoor/outdoor carpet around & under the car.

I noticed there are rust stains (from cans left on floor) on the slab which are never affected by the wetness. Is there possibly some type of breathable "stain" that could be applied which the water would simply pass through without lifting?

The floor is not new concrete, has several 1 foot diameter oil marks & numerous rust rings from variable cans & metals.

Any ideas, suggestions?
