Default #88 with a 1987 Emissions Exemption Sticker?

At the Antioch show yesterday we were checking out BobHDZ's car, a 1990 model SN 00088. Surprisingly we found a GM Emmisions Exemption sticker on it dated 1987, leading to the speculation that this car may have been an emissions test car. I can't imagine this car was already produced in 1987? Attached are some pix of the sticker. Hopefully someone can shed so light on this subject.

I should add that Bob is aware that this car originally belonged to a GM exec.

The exemption was filed in 1987 and applies to subsequent years. The date of manufacture of the vehicle is on the LH door sticker.

We looked at that it is 8/89....sticker is unusual

Of course there is the possibility the hood was swapped from an earlier car. If I recall this car has been at least repainted and badly at that.

Collectable Camaro for SALE
For Sale: 1996 Z28 Camaro with the B4C Police Package. This Car has never seen Police Service and was originally purchased by CPC Engineering as a project vehicle according to a GM employee from the Department that modified it and then bought it after the project ended. This car has numerous non stock part numbers (VIN# 2G1FP224T2117300) and is very fast. It still has the CPC Engineering Test and Dev. Vehicle and Emissions Exemption stickers under the hood. This car is loaded including Bose Stereo and lacks only T-Tops and Leather (they were unavailable on the Police Package Camaro in 1996).
Significant Items: New GoodYear Eagle HP Ultra Plus tires – Factory Chrome Z28 rims – Monochrome Z28 emblems (Police Cars only). GM Altered suspension (Dropped in front and raised in the rear for high speed stability by CPC Test Team). High speed Aluminum Drive Shaft – New Brakes at 36,000 miles – 3.23 and 3.73 Ring/Pinion gear sets and both Zexel TorSen and standard Posi units – Extra set of new Shock Absorbers (FR/RR) - HyperTech programmer. This Camaro has 41,000 miles at present and has been parked winters and kept in a garage since I purchased it back in 1999. Overall condition is excellent. I intended to keep this car for another 5 years or so and then cash it in for huge $$ on the Ebay auction but I am moving and cannot keep it garaged once I move so it has to go. I am asking $19,500 for this car and will consider offers. No tire kickers or joyriders please. If interested I can have my Brother bring it to the Tech Center for evaluation with a little notice. The 27th car off the Bowling Green Assembly line at the start of model year 1995 production, this one was shipped to Michigan after it was built as an engineering tool and testbed. Delphi Automotive Group, which was owned by GM at that time and included GM's former chassis-component-parts-maker Delco, took custody of this car and used it as the mule in developing the RPO Z16 Grand Sport package for the following ('96) model year. this car is very likely the last C4 Corvette ever used by a GM entity for research and development of that generation of Vette, after a decade-plus of R&D.

A prototype LT4 engine, which didn't join the Corvette options list until 1996. This one has hand-lettered job numbers on both valve covers that topped its all-new aluminum heads. plus there are more than a few prototype-only stickers in the engine bay, including a big one saying this vehicle was exempt from Federal and California emissions regulations, and that copies of its emission-test data were available from GM's Corporate Affairs office (and that the sticker should be removed before GM sold the car). Because it was an as-tested vehicle, it has a nice "patina," the same color as Midwestern dust/dirt/topsoil, characteristic of a car that's spent more time on the road than being pampered.
