Why is the TPS% 1.6 at idle? .61v is high for idle.

Idle Voltage motor off, Ig ON, TPS is TUNED to 0.54V. Ig ON, motor on, it stays @ .54V. I'm using a box wrench to bump throttle stop screw, 1/6th turn of the Hex bolt at a time. And I was doing it SLOWLY, to allow parameters to '0' for that TO %. TPS voltage, and TO %, in DM, are in pretty tight sync, and are posted in this thread a few pages back.
