I'm finishing the garage on this house we bought. I decided not to use any tiles/adhesives, paintables etc. on the garage floor because of how wet it is here. It has rained nearly everyday since July that I've been here. The concrete slab is constantly saturated with water, darkens in the worst areas (most of it). I don't want to deal with peeling and lifting of anything, and feel the safest thing to do is leave it as it is, maybe put sections of indoor/outdoor carpet around & under the car.

I noticed there are rust stains (from cans left on floor) on the slab which are never affected by the wetness. Is there possibly some type of breathable "stain" that could be applied which the water would simply pass through without lifting?

The floor is not new concrete, has several 1 foot diameter oil marks & numerous rust rings from variable cans & metals.

Any ideas, suggestions?

This stuff is easy to apply, water soluble. Looks like a clearcoat. It suppose to prevent moisture from rising through the concrete, if that is the issue. It seems to work but I don't know what it would be like without it. The bad part is, if gasoline is spilled on it, it will disolve it, but then it solidifies again, but I doubt if it is as effective then.

Muratic acid will get the rust stains out. Just be careful with it and follow directions. If you use it in too strong of a concentration it will etch the concrete. This is the voice of experience speaking.

Acid paint the floor. this is done a lot in central Texas, where you would not want and type of floor covering.

Methacrylate, manufactured by BASF, is about the best product for concrete. If you want to price it out let me know.
This stuff bonds so well to concrete the only way to remove is to jack-hammer it off. My guess is that it's somewhat pricey - $12-13/SF.
