Q Header or B&B first???
Mine is a 90 ZR-1 with 2-1/2" Borla catback(?) - the resonator looks stock, how-some-ever.
Which would give the bigger 'bang for the buck', assuming the top end was ported and you could do only one (headers vs. 3" B&B) at a time? I would think headers. What sez U experts? P.

Headers and a ported top end are the way to go. Then figure out an exhaust.

Just FYI, I had a ported top end on a stock exhaust. Changing the exhaust yielded ~25whp gain. Then adding headers added another 20whp.
The stock '90 system is pretty bad, especially the resonator. But if you have a Borla system, even if it's not your fave, it is likely better than the stock system. So I'd say headers. But if it's a stock exhaust, I'd say exhaust.
