Default Enough water to fill a pool!

So Ive been driving my new to me 90' for the last 2 weeks pretty much every day to work out some problems. Today was the first time it has rained....and i mean rained! My problem is inside my vette the carpets are completely soaked enough for me to splash with. Its coming from under the dash. Ideas on what needs a new seal or is clogged?

There is a drain on each side of the cowl. These drains become clogged over time allowing water to backup and flood the carpet. At least that's what I've heard over the years. The drains have a rubber hose hanging down about 4 inches and the end of the hose has a slit in the end of it,not difficult to clog.
