Under the driver's side dash. Remove the hush panel, contort under
the dash like a teenager, its to the door side of the steering column.
How do I know?

PS: I had to remove a metal dash brace to access my flasher.

If he replaces it with an electronic flasher VS. a mechanical flasher he can upgrade his lights to LEDs
