Check to make sure the thread pitch is correct and if it is metric or inch.
In this particular size metric and inch bolts are almost identical in appearance and either one will thread a long way in the wrong size bolt hole before binding up.
I had the same problem when changing my u-joint strap bolts and this is what I discovered.
