Einstein described this phenomenon in his Special Theory of Relativity. The phenomenon is called special relativistic time dilation. It basically states that as the velocity of an observer increases, the observer perceives events around him to slow down (time wise). So, it logically follows that if you leadfoots would all slow down, the web site would run faster.
