I'm thinking the dealer but I dislike the dealer here, possibly one of those big goodyear stores?
I had a local Goodyear store install GY VR's with the directional arrows on the sidewall on backwards and they had to redo them all. I had to stare at them a while cause I couldn't believe a Goodyear store installed their own type of tire on backwards.
