I would not mess with Heat Wrap. The starter works fine for a long time just the way it is
If and When you have the Plenum off I would always remove the Starter, clean the Valley Drain and Dress Up the Starter Solenoid Contacts
There are some other things I do with Plenum off but the above for Starters
