Try this diagnosis when the starter does not turn with the ignition key in Start:


Look at the Battery Voltage meter on the instrument panel. As you turn the ignition key see if the battery voltage meter needle moves to a lower voltage.


If the needle does not move it means that the starting circuit is not sending voltage to the starter motor solenoid. Trouble shoot the starter circuit; clutch switch, VATS, ignition key, etc.


If the meter does move to a lower voltage and the starter does not turn than the starter solenoid (built into the starter) needs to be rebuilt or the starter replaced.
