Yes but here is why...the cap is not sticking but rather designed with tabs to prevent it popping off under pressure should you go all the way off in one turn.

There are two small tabs on the coolant tank top that requires to first turn the cap counterclockwise until the cap is loose or almost loose. Then push down so the cap tabs clear the two small additional tabs on the tank top. DO NOT FORCE it without pushing down.

That is a safety feature to prevent you from getting a gush of 200 deg coolant in your face and the cap up your nose
