Yes...the two or three smaller tubes can be cut flush with the Header using a small cut off grinder. I am assuming Stainless Headers....
You can plug weld the holes ........You just have to find a welding shop (or yourself if you have the equipment/experience). Welding those two or three small holes resulting from Air Induction removal should be a relatively small job.
Welding Stainless Steel can be accomplished using Metal Inert Gas (MIG) welding, Tungsten Inert Gas (TIG) welding, and Shielded Metal Arc Welding (SMAW) or stick welding.
Or....you could plug the two or three small holes in each header with threaded plugs which would be very easy if you left say 1/8 inch or less of the Air Induction Tube where you cut it off. You could then grind the plug almost flush.
I was just told by my Technical Advisor that if the headers have the air bungs, they are either Watsons which are a mild steel or Stainless Works.
Most likely early Stainless Works Headers.
