Thats correct, that WAS the obvious reason. Army Officers would carry their sidearms on base, and of course Peace Officers carry their sidearm.
When I was in the Army, I remember this certain female officer, she would literally stroke her handgun as she walked around. You could tell that she really liked being able to carry it.
