Common misconception, and absolutely not true, especially with one of the low powered 10" bonnet style ones.
Really the only type of tool thats capable of removing enough material to go thru your clear is a rotary style high speed buffer.
Even the Porter Cable doesn't have the cutting power to go thru a clear coat and it oscillates more than 2x as fast as the tool hes using.
