Hello Bill, and welcome to the forum.
The greatest Air Force in the world is correct.
Anyone thinking differently would only have to ask how long their Air Force would last against the USAF, and the one that lasted the longest before their final plane was blown out of the sky could claim 2nd place.
As to your top end dilemma, there could be several reasons, not the least of which are some of the suggestions you have already been given. Is you ZR-1 running smoothly at idle and all through the gears? Is the exhaust normal with no smoke or excessive gas smell?
